Reps want BPP DG, management to vacate office

Published by Tribune on Sat, 03 Dec 2011

The House of Representatives has insisted that the Director-General (DG) of the Bureau of Public Procurement (BPP), Mr Emeka Eze, all the directors, other management personnel, who, are illegally occupying their seats should vacate their positions. The House had, on Tuesday, declared that the BPP had been operating illegally without the composition of the National Council for Public Procurement (NCPP) by President Goodluck Jonathan and gave the president 21 days ultimatum to inaugurate the council, in line with the Act setting up the bureau. The decision was communicated to the BPP management team by the Honourable Jumoke Okoya-Thomas-led Committee on Bureau of Public Procurement (Due Process) at a meeting with the BPP team at the National Assembly. At the meeting, Honourable Okoya-Thomas threatened the BPP team that if it refused to vacate their offices, 'the committee may direct all ministries, departments, agencies to disregard any directive or instruction from the BPP as presently constituted.'The chairman of the committee pointedly told the BPP management team that 'you are acting illegally. You shouldn't be in charge; it should be the Minister of Finance who should be in charge as chairman of the council. You are usurping powers that should be shared,'.The committee also said the BPP had no legal foundation for its operations, as the NCPP which was the regulatory body, should be vetting the operations of the BPP as stipulated by the Public Procurement Act, was not in place.
