In any society, there are some persons who need to be corrected from time to time, because there are bound to be people who will not only obey the customs and laws of the society. In most modern societies, the need to regulate the behaviour of people and to defend the land is the reason for setting up certain agencies to do these jobs. As a result, Nigeria like other countries has an Army, Navy, Air-force, Police, and other Security Agencies such as the Immigration, Customs and State Security Services (SSS).In accordance with the Constitution of the Federal Republic of Nigeria, the Nigeria Police was established to maintain law and order and ensure public safety in the country. The police are expected to prevent crimes by detecting and arresting any person(s) suspected to be criminals or offenders. The police are also expected to enforce the law by conducting prosecution before the courts. Generally, thepolice are responsible for protecting the life, property and rights of citizens. However, it is abundantly clear that the Nigeria Police have not performed competently well in its assignments. Let us watch and see what the new Inspector General of Police (IGP) will do to enhance the image of the police.Obviously, what we have been experiencing in Warri and Effurun is embarrassing, intimidating, disheartening, and indeed distressing with the way and manner soldiers cause heavy traffic movementfor hours on roads in Warri and Effurun by asking motorists to 'come down and open yourbooth'. With the threat of their weapons, they spend nearly twenty minutes on one motorist alone, searching vehicles, while the robbers are somewhere busy robbing innocent citizens and banks within the two cities. As a result of these incessant hold-ups caused by the soldiers, people arrive at their offices, schools or businesses late. The most affected areas are the PTI road, Sokoh Housing Estate road, Airport road by Ugboroke, WRPC housing estate road, Airport road junction, McDermott road junction, Deco road by the junction among many other places within the cities, the commercial nerve centre of Delta State.We quite appreciate the way and manner the police in Warri and Effurun cities park their vehicles in places like Jakpa junction, Igbudu Market and some other places not for irrelevant checks but to monitor closely, activities of everybody.The soldiers'behaviour in Warri and Effurunhas contributed immensely to the chaotic traffic situation, which goes on virtually every day. They should either return to their barracks or be deployed for monitoring the environment to curb activities ofarmed robbers.May I therefore use this opportunity to appeal to the Commanding Officer (C.O.) of the Warri barracks, the Chief of Army Staff (COAS), Lt-Gen. Azubike Ihejirika as well as the Executive Governor of Delta State, Dr. Emmanuel Eweta Uduaghan to address this burning issue for the residents of Warri and Effurun.Okute Emmanuel Okute Warri, Delta State.
