Fiscal federalism and the plight of local governments

Federalism is considered a viable and feasible political arrangement where levels of government operate in an independent and coordinate manner, even though this is not a view shared by all, as many jurists and scholars of the federal system in the United States had opined that a federal political system was one where the national and state governments were in an unequal relationship.
