Biden also remained above the fray during the impeachment proceedings, saying he was not tuning in to the daily developments and instead focusing on the pandemic and economic recovery.</p><p>More than <a href="https://fas.org/sgp/crs/misc/R40076.pdf">150 Congressional commissions have been established since 1989</a>.
