Lack of security caused post election massacre in Southern Kaduna ' White Paper

Lack of adequate security has been identified as the major factor that contributed to the escalation and uncontrollability of the crisis in Southern Kaduna during the post April 2011 presidential election crisis, the white paper on the report of the Judicial Commission of Inquiry (JCI) into the crisis revealed.
